Looks like a variety of Cuphea, commonly known as the Cigar plant.

No, its not Cuphea as that doesn't have shiny leaves. I would suggest Desfontainea but again the leaves aren't quite right.

Jacobinia pauciflora? never seen one as big as this though... and its changed its name recently, can't remember what to, still begins with J, but should show up under the name I've used on Google.
