Ive just chopped down a large lilac bush down in the garden is there anything i can use to destroy the roots or do i have to dig them out?

If your aim is just to stop it regrowing (because it will regrow if left) then drill holes into the woody roots about quarter inch deep and fill each one with neat SBK, a liquid brushwood killer available from garden centres. Then cover the holes with something and leave it to kill the plant.
There is no treatment which will get rid of the actual roots - once they're dead, they will rot down over time, but it takes ages (five years or more), so if you want the roots out, they need to be bored out with a machine or dug out.
