I would like a ground cover that is hearty and low to go around some palm trees in a long and narrow bed around a pool. Something that can stand small dogs and occasional frost. green and moss like is the look I want.

Mind your own buisness is small green and great ground cover in either shade or full sun. Proper name is Soleirolia. It does spread, I started with a small clum in my hand and it is now around the base of my Tree Ferns and other places. I also have it around my garden pond in areas, hopefully it will spread here as I think it looks great.
