What should I do with my wall flowers?

They have nearly finished flowering & look a bit scraggy

Hello, welcome to GOY. I think it is best to scrap them and sow a new lot, sown now and grown hard after transplanting you will have a super show next year.. You can cut them back and hope but they are a waste of space.

Helen Yemm in the Telegraph recommends cutting them back to about 8 inches from the ground, where they will produce new leaves over the summer and flower again next year (despite being biennials). That however, will be that on the flowering front and it will be time to pull them out.
