Why are my potatoes growing so tall and spindly this year?

Potato plants have been earthed up, now continue to grow and are starting to fall over, no flowers yet. We live in northern Spain, climate similar to Ireland

That's usually when they haven't got enough light - so they stretch up to find it. Are they in a shady position?
