Does anyone know what this is?

I have two of these, planted side by side. They didn't flower last year and I don't see any sign of flowers this year. Would anyone know what they are and why they haven't flowered? Should I get rid of them?

They look like bergenia leaves.If they are they do like some shade though mine have just finished flowering. Sure someone can positively ID this for you :)

Eryngium planum, i have these at this stage too. seems to be a constant! mine didnt flower last year so fingers crossed for this year.

Thanks very much everyone. I thought at first it was a Sea Holly but when I looked on the internet the leaves looked different. Will keep my fingers crossed that it flowers this year.
