When should you cut back bushes? Spring or fall?

Chicken and egg question. You need to know where the bush flowers. On old wood? then you prune after flowering to encourage the bush to produce branches for the following season.(Forsythia and Philadelphus are prime examples) New wood? Then you prune in spring and remove all the old wood to encourage new growth to flower the same season. Examples are Buddleja davidii and Roses).
