Black powdery substance on my Holly

My dwarf holly bushes have a black powdery substance that has appeared on the lower leaves and seems to be spreading. What is this? How do I treat it?

Sounds like scale insects. They attach themselves to stems and suck the sap. Their poo drops down onto lower leaves and a black fungus grows on it. Sort out the scale insects and the black stuff will go. Only problem is, they are not all that easy to get rid of. I ended up getting rid of my Pyracanthus bushes that were effected :-(
