Does anyone know of a plant that is tall, shade loving, with interesting folliage and does not require a lot of water?

That's Spiraea 'Arguta'. I agree that it's beautiful in the spring! Not sure about interesting foliage though! What about a Pittosporum? you can get variegated ones, which don't mind shade.

a plant called "bridal wreath" - i don't know what the botanical name is - i have a photo of one, they grow to about 8ft in five years, but they are a spring plant - don't look much during mid-winter?
