Japanese Snow Ball

I have a Japanese Snow Ball which will not bloom. Can anyone tell me what I need to do?

How tall is your shrub, what soil is it planted in and which way does it face? I prune mine quite hard each year or else it gets too leggy and droops when the flowers bloom. My soil is clay but has been enriched with mulch. I give it a little bit of tomato food this time of year just as the flowers are about to bloom. I live in the south of England.
