i have a young ipomoea (morning glory. i have nipped the fist stop at 4 inches. it is now abot 10 inches high, should i make a second stop.

Yes, that would be OK. I hope you have the seedlings in a warm place otherwise they may start to show pale patches on the leaves and get set back. It's quite early to start these off, but as you've already grown them....
