I wouldn't looks happy to me - and I am no cacti expert!

Is it in a pot under the gravel? If so it might be good to move it further away from its neighbour to give them both room for this year's growth. It will need repotting when it reaches the limits of its pot, so as you can't now see the pot you will need to look under the gravel to check. But it may grow roots out into the surrounding medium so I would lift in once a year in any case just to check and repot it if it has. They don't seem to have an enormous root system so it probably won't happen though.

If it isn't in a pot it would be good to move it away now and give it plenty of room so you don't have to do it again for a long time - it is no joke handling these!
