what is the good time to plant bulbs i got bulbs for spring planting and i need to know is it a good idea to plant when it is cool and windy or is it best to wait when it is warmer?

also another question if i can ask i planted tuilups some of the bulbs up rooted and died off and some did not can, i take the bulbs out of the ground i planted and remove them from their space and move them else where in my flower bed or should i leave them be?
