Division is the main form of propagation for these.
The RHS site says 'Divide in mid-spring, splitting clumps apart with a mattock or axe, or lifting smaller clumps and cutting them in half with a saw'.
I bought a huge clump of Phyllostachys nigra back in May, cut two chunks off before I planted it, kept all three well watered through the summer and they are all doing very well.
