I'd leave them alone - this one can keel over in a cold year, and leaving the topgrowth in place, dead or not, gives a bit of protection.

Hi Gdes, I would say anytime now, if the flowers have finished, just tidy up before winter comes. Some gardeners like to leave the cones as winter interest, so it's up to you really.
