There are many cultivars of Festuca glauca, including one or two greener varieties, although that's not to say yours is one of these. Some varieties will turn a more blue-green in the winter until new growth starts in the spring, Spritz is right, feeding them will not improve the colour. Full sun and good drainage are essential, divide every two or three years to keep these plants in good condition.

I am not an expert on grasses, but I know that some varieties of Festuca Glauca are bluer than others. I have 'Elijah Blue' and it seems to be looking healthy and blue-ish. I don't think you can make them bluer by feeding them.
