Guernsey

All of my Fuchsias have shrivelled growing tips and the leaves have darker patches on them causing the withered leaves to drop off. There is no sign of rust postules . I have a similar problem on my roses, it dosn't look like the kind of rust I am used to, and there is no sign of black spot. Do you think it is rust, it happens so early in the season, I think it must be something worse.
