my very tall cordyline has many new sprouts, can they be removed, should they be removed and can they be planted on?

If the new sprouts are at the base they can be removed and potted on, or simply left where they are to grow. If the shoots are coming from various points on the trunk, it will develop into a lovely true multi-stemmed specimen.

And I'd add that, if there are shoots at the base, you need to get a good piece of root with each one in order to grow them on. Often this is not possible, because they're actually growing out from the base of the trunk, in which case either leave them grow on and make new stems, or simply remove them.
