I have bought small Wisteria PLant how long before it will look good I live in Scotland

You haven't said which variety you've bought - some varieties flower at a younger age than others. All, though need a strong support up which to twine, plenty of room to develop (they can get 30 feet by 30 feet) and training as they grow, together with pruning. They grow rapidly during Spring and Summer, but you may not see any flowers for at least 3 years, longer if not pruned and trained properly, and possibly longer depending on the variety.

It also depends on whether you bought a grafted plant, I'm afraid. Ungrafted plants can take years to flower - if at all.
