I have a shrub with silver foliage, can anyone guess what it is?

I have a shrub with silver/green foiliage and lavender blue flowers, the flowers are cup shaped, but its not flowering at the moment, it seems to flower early summer then one or two through summer, the foliage is slightly downy and the leaves are small. Can anyone help identify it? A botanical name or common name will do, thanks:)

It looks like Teucrium fruticans and has pale lilac/blue flowers. It can be clipped like a hedge or left loose. Also, easy to take cuttings from.

It likes a sunny position and grows to about 3 or 4 feet wide and high, if left unpruned.
