Take semi-ripe cuttings in summer. They are easy to take so should have roots by late spring and then can be potted up or moved to new place. they can get huge - so make sure they get well pruned each spring!

Yes it is, I think it may be Buddleja x weyeriana 'Sungold' - Golden Yellow Flowered Butterfly Bush
The other one it might be is Buddleja Globosa - Orange Ball Tree.
