can i eat the leaves of cauliflower, broccoli and beetroot?

You can add them to home made soup and roast them with onions, garlic and Soy or Worcester sauce in India they turn them in to fritters, choose fresh and soft leaves. Lots of ideas on the net.

Yes, though in the case of cauliflower and broccoli they my be a bit tough. Also if you eat all the leaves of the beetroot it will not grow a decent size beet.
