i have a honeysuckle climber and it does not flower very good and its leaves are turning yellow any ideas?

I would check for aphids first. They can devastate a Honeysuckle if they get hold. Or maybe it is too dry, or in too exposed a site. If it is a young plant, it may need to settle in. In any case, water it well and try some foliar feed to see if that helps.
