Its possibly powdery mildew, you can treat with a fungicide if you like, but rake up fallen leaves and bin them dont put them in the compost, you can prune out badly infected parts, and always keep it well watered.

Lack of water at the roots is often a cause of mildew on Honeysuckles. Try giving the plant a really good soaking.
