ihave small 'barrel pond' bought with plants for purpose .I have had it for many years and the water lily gets leaves but has never flowered. Why not and what can i do to make it flower?

Lilies require a lot of warm sunny weather, can be a catch twenty two situation with a build up of blanket weed but there are some excellent cures for that on the market which will not harm the lily. Also feed the lily with a pond plant food.
