Hi Harli, welcome to GOY!
What you have here is a heather or the botanical name being Erica. This is a lovely specimen and they tend to form bushy mounds of evergreen foliage and in the spring they will flower. they come in all colours, white, pink, magenta, red and grow well with coniferous plants. They prefer a soil which is on the acidic side and are a fantastic addition to any garden.
Washington State is lovely, I travelled there when I was 10. I remember it really well because our plane flew over Mt St Helens that had errupted a few weeks before and the sight was amazing, all the dust/smoke billowing into the air. The plane was covered in dust when we landed.
