Answers
I would remove as many dead roots as possible over an area 1/2 meter deep, and 1 1/2 meters wide before planting any woody plant.

Your only option is to dig them out, or most of them anyway. If you want to plant a tree, it makes sense to give the area a thorough digging anyway, incorporating also some well composted manure or similar prior to replanting.
