some kind of moss or fungus?

I get alot of gold finches in my garden and they feed on sunflower seeds which are hung from a robinia frisia. Directly underneath, on the ground there is wire wool type hair growing , it forms a mat and if I dig it out the stench is awful. Have you got any idea? Many thanks, Bewildered.

Yep that happened with mine too...anywhere it stayed damp was the worst.
