we have a lot of conifers in pots from last year about 30 inches high they are really brown from the bottom up and leaves are dropping off, are they dead ? or will they revive with watering ?

Answers
Sound dead - could have been winter wind, cold, too dry/too wet or a combo of all. As a rule conifers do not do well in pots.

Unfortunately once they go brown that tends to be it. You don't say where you are but it you got the heavy snow and frost which lasted for weeks then it is likely that the pots froze this killing the trees.
