SHOULD I CUT THEM BACK IN 3YEARS BUT NEVER FLOWERED

More info needed Gladys! Where have you got them? Sun? Shade? Soil type???

Never cut them hard back, leave about a foot of the old plant if you are cutting them now. Stockton Bury garden grow many varieties and they flower every year, that is in Herefordshire and they are never mulched up.

Are you getting flowering stems coming up. Every year mine produces buds which are promply eaten by slugs. Even a whole box of slug deterrant and a holly leaf mulch didn't stop them

Hi Gladys and welcome to GoY. I'm new to the site myself (but not to gardening).
You don't say where you are in the UK but unless you are in the Scilly Isles or the southern tip of Cornwall it is possible that you aren't keeping them warm enough in winter. Put some mulch on them from now to late April and see if that does it.
