This question is on Tibouchina urvilleana

My Tibouchina has 3 flowers (hurray), but is more than 2 ft tall (in my greenhouse); is it OK to cut it back when flowering is over?

Yes! In fact it prefers it. You will get far more branching and thus many more flowers if you do.
Cut low but leave at least a leaf growing below the cut when you do it. Not sure if this is technically the correct thing to do but we did it with all of ours at the nursery and they flowered beautifully!

yes, you can prune it at any time.
