Catalpa Bignonioides - Brown leaves & no flowers?

My Indian Bean Tree is 4 years old now and shows no sign of flowering or producing beans. It also gets brown spots on the leaves. Its situated in a sunny, sheltered position. This is a new tree to me and I dont know much about it! Does it have a disease? When can I expect it to flower?

I identified this tree after a visit to Bolzano in N Italy in June, where the main square is surrounded by them - a lovely sight. All I know is from the info I got from Googling, but I undertand, whilst they don't mind cold winters, they do need considerable heat in the summer. It was 35C+ all the time I was there.
