i have purchased some dahlia tubers, all of which say '1 dahlia' on the packet. This may be a silly question, but does this mean 1 flower will be produced or are there likley to be several stems?

All being well you should get several stems and a good display from each one. Too early to plant them out yet. Best to wait till the frosts have finished.
