iv got a fully grown cordaline that has sufferd with frost and snow,all the green leaves are falling off, also the bottom part of the trunk is very wet and soft,is dying?

There were a lot of casualties amongst Cordylines last year, Corderline. Unfortunately, they're not as hardy as we used to think. Leave yours until spring and then decide how far back to cut it. You may find new shoots appearing from the base if you're lucky.
