I planted five foxgloves about 5 years ago and when they had finished the first year I didn't do anything to them and they all came up the following year, but this year I cut them down to about 12 inches and only three of them came up did I do wrong by cutting them down?

Foxgloves are biennials, it is better to let them set seeds around and then you will have new plants every.Pull out and discard if you have too many.

I think as you didn't let them die on the stem so the flowers could drop the seeds, you didn't get them sown in again. I am sorry for you, as they are lovely flowers.
