If you're allowed a shrub you could have a small Hebe or lavender. For herbaceous plants, you could choose from hardy geraniums, epimediums, japanese anemone (choose one of the smaller varieties), clove pinks flower for ages and don't need much looking after.
Bulbs look after themselves too.
