There is no way as it is one of the most persistent weeds, being a plant that dates back to the days of the dinosaurs! It can be killed back by repeated applications of glyphosate (Roundup) but the foliage needs to be bruised or damaged before application.
The only way I find to cope with it is to cultivate thoroughly pulling out every bit of the root that is visible (in the vegetable garden) and waiting until it has grown to about a foot high and then pulling it by hand around mid summer, in the flower garden.
It comes back of course in both situations but it seems to keep it under reasonable control.

I've got it in my front garden. Its a pain of the first order. I hand pull it when I get round to it to try and weaken it and have bruised it and applied glyphosate in autumn (best time) with some success.
