yes - but not now. Best done in May, and when you saw it down, do it an angle to allow rain to run off. This might mean new growth arrives at the base, off the roots as well as possibly regrowing from the top of the cut stump, or even at a lower point off the trunk.

Well, cutting it down will force new growth from all over the place - just remove the shoots you don't want and leave the ones you do. Where the regrowth occurs can be unpredictable, and you may well find you get two stems (over time) growing from where you cut it down.
