Hi Mary it is probably just establishing itself, I hope you have been watering well as you planted it at the beginning of the drought.

I supposed it checked and stopped growing if the roots were disturbed during planting. Give it some time and will start growing again.

Have you given it some feed when watering?
But like costakis says give it time and it will get going
