Equisetum (horsetail) is extremely difficult to get rid of at all - you can try Kurtail Gold (available on line) but I don't think even that is a one hit solution, unfortunately.

The first thing to pop out of the earth which has been scorched by a nuclear fireball will be this plant. Keep it cut as close to the ground as possible to prevent spore formation and to weaken the roots. I have heard that pouring vinegar over and around the plants will kill it but I don't know for sure.
