I have some sedge grasses (only small, planted in September) and some other Ornamental grasses. Now do I cut them back to ground level or do I leave them?

As they are 'only small' I would not cut them back. In a few years time you may find that some, depending on species, are getting too large and straggely. When ours get to that state I do cut them back at this time of year and let them re-grow the following summer. If they are not getting out of hand I just let them be.

they also look pretty when frosted. personally I would leave them too.

Depends which Sedge too - Carex Evergold, for instance, never needs cutting down, its evergreen.
