we have a palm tree which all the leaves on the top have dropped out we thought it was dead but now its sprouting leaves at the bottom is it dead or alive?

Both - the top stem is dead, but its growing off the roots at the bottom. Chop the mainstem down to the base, or as close as you can without damaging the new growth, let the new growth take over.
