pond maintenance

Can anyone please advise me when the best time to empty and clean out my fish pond would be. I'm not sure as I don't want to harm the fish etc, and I've never owned a pond before,so any advice would be so welcomed,thank's.

I had a small pond when I lived in Britain and used to clear it during the winter months, putting the fish in tubs in their pond water away from cats (!!), then depositing the pond bottom sludge onto the garden as it's filled with nutrients. Then divide/discard/replant water plants, refill with clean water, let it settle for a couple of days then reintroduce the fish. I started with six fish and finished up six years later with twenty eight, so I must have been doing something right.
