how do I treat powdery mildew on black hamburg grapes

If you are sure it is mildew and not botrytis then it is a very serious problem. A suitable systemic fungicide is needed.

I don't know Black Hamburg grapes, but if they are the eating kind you can spray them with copper, which you can get from any garden centre or hardware store. But do not put it on within 3 weeks of picking. Next year just spray regularly against mildew. Better prevent than cure.
