Two times are possible, autumn or late winter/spring when the plant is either dormant or near dormant.

I presume they are in the ground and established? Lift the clump and slice in half with a spade. You could try two garden forks back to back and lever apart but this may just tear the fleshy rhizomes causing more damage than necessary.
