many years ago I was told this story about short tongued bees...I was sceptical at the time but since then I have seen it many times. These bees bite a hole in the back of the bean flower to get at the pollen which causes it to drop off without setting.

Possible shortage of bees to polinate. Try fine spraying the plants and flowers in the evening that sometimes helps.
