annoying bug

For two years now Ihave had the same bug on my fuschia plants. It does nothing to harm flowers or new buds but makes an unsightly mess of the leaves with brown pit marks all over and I have seen a very small caterpillar like bug under the leaves. It also spreads around the garden. Can anybody help.

All you can do is to keep a can of spray around and spray them when you see them.
