I have some large poppies, that have now flowered, and have big seed heads on them. I want to move them to another part of the garden, when is the best time to do this

It depends if they are perennial poppies (the Oriental type with green quite hairy leaves) or annuals (the opium type usually with bluey/green leaves). Orientals can be divided in spring and replanted elsewhere, annuals can be grown from the seeds in the pods, scatter them around.
