Can anybody tell me what is causing this on many of my fuchsia leaves?
Is it a fungal infection?
I know I can't use fungicide without harming my fuchsia, so will I need to remove all the affected leaves and dispose of with normal household waste?

I don't think so. Fuchsias do get brown marks sometimes and no harm done. The thing to worry about is if you get bronze dust stuff on the underside, which is rust. Take the affected leaves off if you want to but I wouldn't bother. They should be losing their leaves soon anyway if they are hardy ones and left outside.
