They fruit on the current years canes, so cut them back to the ground when they have finished fruiting. A mulch would do no harm.

i have autumn bliss raspberries , its recommend you cut cut them down to ground level in Dec or January, the new shoots will start growing in the spring to which you will get your berries in the autumn, if you cut the earlier some tend to fruit earlier ,ie summer
